With rising utility and housing costs, and declining family incomes, KCR recognizes the increasing difficulty for low-income households to make ends meet. The Energy Assistance program assists income-eligible renters and homeowners by providing financial assistance to pay their electric, natural gas, and heating bills.

Due to COVID-19, our offices are closed because we are working remotely right now. We are answering our phones Monday to Friday from 8 am to 5 pm. We are in the process of moving our primary Portland office to a new location in the Gateway neighborhood. The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make their energy costs more affordable and to help with the prevention of loss and the restoration of home energy service.
